Badger nasceu em 1946 em Northampton. Ele estudou arquitetura em Duncan de Jordanstone College of Art (Dundee), formando -se com um diploma em 1969.

Badger é o autor de vários livros sobre fotografia.

Os dois volumes então publicaram o Photobook: A History, que Badger co-escreveu com Martin Parr, ganhou o Prêmio de Livro de 2006 por fotografia da Fundação Kraszna-Krausz. O segundo volume ganhou um Deutscher Fotobuchpreis (prêmio alemão de fotografia). Seu livro, The Praeasures of Good Photografs, ganhou o Prêmio Infinito do Centro Internacional de Fotografia, categoria de redação, em 2011.

Como fotógrafo, Badger identifica seu assunto habitual como "paisagens e acreções da história".
